これにより、出品物は偶発的な工程エラーの可能性と、あえて人為的に封入されていた可能性に分かれます。

アイレム（当時はアイレム株式会社、現在のアイレムソフトウェアエンジニアリングとは別資本）は、ゲームの内容こそ評価が高かったものの、製造・出荷管理の面では杜撰と言わざるを得ない側面があり、当時の業界特有の事情が推測されます。

1. 手作業による封入工程のミス： 当時のパッケージングは、現在のオートメーション化された工場ほど厳密ではなく、多くの工程が手作業で行われていたため、作業員が気づかず、「複数枚重なっていることに気づかず封入」「違うゲームの物を封入」「本来、封入されるべき物を欠品させる」といったミスが頻繁に発生していました。
2. 「アイレム独自の製造ライン」の影響： アイレムは、任天堂に製造を完全に委託せず、自社で製造・管理する権利を持っていました。 任天堂が厳格に管理していたラインに比べ、自社製造ラインは封入物のチェック体制にムラがあった可能性があります。 特に1990年〜1991年頃は、スーパーファミコンへの移行時期で市場が混乱しており、現場の管理がさらに甘くなっていた可能性が高いです。
3. 保証書が「外付け」だった時期： 当時のアイレムのソフトの中には、箱の中に保証書が入っておらず、「購入時に店頭で渡される」「シュリンクの外側に貼られている」というケースもありました。これを知らずに欠品を残念に思う子供たちも多かったようですが、混乱した店もあったようです。

これらに関して、私は懐疑的です。 

理由1. 私が予約購入した初回ロットは「アンケートはがき」で、応募券も無かった。 

理由2. 発売から現在まで、これらの画像や資料が存在しない。 

理由3. これだけ希少なアイテムなのに、SNSやブログ等で持っていると自慢するコレクターがいない。

私は、以下のケースが招いた誤認が真相と考えています。 

ケース1. 雑誌などで告知はしていたが実施はされなかった。 

ケース2. ローカル店舗が独自に非公式なキャンペーンをした。 

ケース3. 他のゲームで応募券キャンペーンはあったので、「パーマンシリーズもあったはずだ」という記憶の混同。 

ケース4. 住友銀行などのパーマンシールや、その他のシールを混入させた中古品が存在した。

※これらは「私のはアイレム混乱期の影響で欠品してるのかな？」と思って個人的に調べたものです。

【コレクターの皆様へ】 

この頃はアイレムの製造工程エラーが多々あったため、複数封入自体が価値を高めるものではありませんが、当時の事情・史実・証明・空気を包み込んだタイムカプセルとして、引き継いでいただければ幸いです。 

なお、複数封入されていたアンケートはがきや保証書は、残念ながら経年具合も一緒です。

[Historical Background of Irem's Manufacturing and Packaging] 

Irem (the original Irem Corporation, financially distinct from the current Irem Software Engineering) was highly acclaimed for the quality of its games. However, it is an undeniable fact that their manufacturing and shipping management was rather sloppy, reflecting the chaotic nature of the video game industry at the time.

1. Human Errors During Manual Packaging Unlike today's strictly automated factories, packaging back then heavily relied on manual labor. Consequently, factory workers frequently made errors, such as accidentally inserting multiple overlapping cards without noticing, including paperwork meant for completely different games, or entirely omitting items that were supposed to be included.
2. The Impact of "Irem's Independent Production Line" Irem held the special privilege of manufacturing and managing their own cartridges, rather than completely outsourcing production to Nintendo. Compared to Nintendo's strictly controlled assembly lines, Irem's in-house production likely suffered from inconsistent quality control regarding the inclusion of printed materials. Furthermore, during the transitional period to the Super Famicom (SNES) around 1990-1991, the market was in turmoil, which likely led to even looser management on the factory floor.
3. The Era of "Externally Attached" Warranty Cards In some cases, Irem games from this era did not even include the warranty card inside the box. Instead, they were handed out separately by store clerks at the time of purchase, or attached to the outside of the shrink wrap. While many kids at the time were disappointed, mistakenly believing their game was incomplete, this irregular system also caused significant confusion among retail stores.

[Regarding the Rumors of a "True 100% Complete" Edition] 

Rumor 1: Promotional Application Tickets & Postcards

• Was there a special promotional application postcard included?
• Was there a separate application ticket (proof of purchase) meant to be attached to a postcard?

Rumor 2: Inclusion of Bonus Stickers

• Did a small batch of first-print copies include a bonus Perman sticker?
• Was an application ticket sticker attached to the outside of the shrink wrap?

Regarding these rumors, I am highly skeptical. Here are my reasons: 

Reason 1: The first-print copy I personally pre-ordered and purchased brand new back in the day only contained a standard "survey postcard" , with no promotional application tickets whatsoever. 

Reason 2: From the game's release to the present day, absolutely no photographic evidence or official documentation of these items has ever surfaced. 

Reason 3: If these items were truly that rare, surely some hardcore collector would have boasted about owning them on social media or blogs by now. Yet, no one has.

I believe the truth behind these rumors stems from misunderstandings caused by the following scenarios: 

Scenario 1: A promotional campaign was announced in gaming magazines at the time, but was ultimately cancelled and never implemented. 

Scenario 2: Local retail stores ran their own unofficial, independent promotional campaigns. 

Scenario 3: Memory conflation (the Mandela Effect). Because other games had application ticket campaigns, people falsely remember that the Perman series had one too. 

Scenario 4: Used copies circulated in the market where previous owners had slipped in unrelated Perman merchandise (such as the stickers distributed by Sumitomo Bank at the time).

(Note: I conducted this personal research because I was initially worried, wondering, "Is my copy missing items due to Irem's chaotic manufacturing period?" However, I am now confident in my conclusion.)

Due to the frequent manufacturing errors at Irem during this era, I am not claiming that these duplicate inserts inherently add monetary value to the item. However, I would be truly honored to pass this on to a fellow collector who can appreciate it as a genuine "time capsule"—one that perfectly preserves the circumstances, historical truth, undeniable proof, and the very atmosphere of that chaotic period in gaming history. Unfortunately, the multiple enclosed survey postcards and warranty cards naturally share the exact same degree of age-related wear.
